Types of providers

Coordinated Transportation Operators (CTCs): These are public transit authorities that provide bus and paratransit services. They must meet state safety and operational standards.

Non-CTC Agencies: This category includes group homes, residential facilities, and Adult Day Training (ADT) program providers that may transport participants to Agency for Persons with Disabilities (APD)-approved services—with written agreements and authorization from the local CTC ensuring compliance with vehicle/passenger safety and reporting standards.

Private Carriers or Taxi Services: Used only when CTCs cannot provide required transportation, and must be approved via CTC authorization by APD regions.

Authorization & Agreements

APD Regional Offices must secure written authorization agreements between CTCs and non-CTC providers. These agreements delineate roles, responsibilities, safety, oversight, and reporting consistent with Chapter 427, Florida Statutes.

Providers cannot independently offer transportation services unless approved by the CTC through APD coordination.

Standards & Requirements

Safety & Training: All transportation providers must adhere to CTC vehicle/passenger safety standards, and complete training requirements for drivers and staff, including timeliness and complaint handling protocols.

Timeliness & Performance: Providers must meet performance measures (e.g. on-time pick-up/drop-off) and commit to prompt response times following service requests.
